The Food & Civil Supplies department is basically a service department which implements the Public Distribution System(PDS) as per the GOI guidelines to provide essential commodities (foodgrains) to the people especially the poorer section at subsidized rate and act as an effective agency in checking inflationary market price of essential commodities.
Prior to Statehood and even after attaining Statehood till early part of 1980’s the Government air lifted essential
commodities such as foodgrains and salt to far flung rural places where there is no access of road and road facilities. However, with a passage of time after the improvement of communication the State Government extended distribution of essential commodities through Fair Price ShAt present 1618 FPSs (1323 Rural and 295 Urban) in the state for distribution of foodgrains to the targeted beneficiaries.
The State has implemented the National Food Security Act’2013(NFSA)in the month of July’2016, initially with two districts namely Kohima&Dimapur followed by the rest of the districts w.e.f. August’2016.
With the introduction of end-to-end Computerization of TPDS operation in the state as per direction of Supreme Court Order, the delivery system is improving with transparency in transaction(s), which is now in public domain i.e. in the National Portal and State Portal as well.

Since its inception, the Department of Food and Civil Supplies has been the nodalagency for catering of Foodgrains and other essential commodities to the poor and needy at subsidized and affordable rates. Over the years the Departmental Officers and Staffs have been working with full dedication and sincerity in keeping with the prime vision for successful implementation of various schemes and policies of the Government in spite of encountering hurdles and technical problems from time to time. The policies of the Government are also being reviewed from time to time keeping in tune with the various changes that take place in demographic development and hence the Departmental Programmes are also being implemented accordingly. With more broader policies of the Government to give wider and sustainable coverage to poor and needy at large the Department is fully equipped to take up such challenges so as to enable the eligible beneficiaries of the state in getting its due share without compromising the quality and quantity of subsidized commodities.
Presently, the department after implementation ofNFSA’2013 (National Food Security Act) throughout the state w.e.f. August’2016 initially starting with two districts of Kohima and Dimapur from July’2016 is now beginning to show results by receiving appreciations and gratitude from the beneficiaries covering different districts. However, the success of any Programme / Schemes largely depends on the efforts of the officials & staffs involved and cooperation extend by the beneficiaries in particular and public in general.

GRIEVANCE REDRESSAL MECHANISM

  1. Social Audit : The Additional Deputy Commissioners (ADCs) of respective Sub-Divisions have been authorized to conduct Social Audit, as may be directed from time to time, on the functioning of Fair Price Shops (FPSs), Targeted Public Distribution System (TPDS) and other Welfare Scheme (OWS).

 

  1. District Grievance Redressal Officer : The ADC HQ has been designated as the District Grievance Redressal Officer (DGRO) of his/her respective district for expeditious and effective redressal of grievances of the aggrieved persons in matters relating to distribution of entitled foodgrains.

 

  • Vigilance Committee : The District Administration has been given a major role for implementing the schemes under TPDS. Vigilance Committees have been constituted at District Level, Fair Price Shop(s) level / Village(s) level to oversee the implementation of the Schemes and to redress public grievances.

 

  1. Online Grievance Redressal System : Apart from setting up of Transparency Portal i.e, fcs.nagaland.gov.in , 2 (Two) Toll Free Numbers i.e, i) 1800 3453 705 and ii) 1800 3453 704 have been connected to address the grievances of the beneficiaries.

NATIONAL FOOD SECURITY ACT 2013

 

The National Food Security Act, 2013 (NFSA’2013) which aims to provide food and nutritional security at affordable prices to eligible beneficiaries was implemented in the State w.e.f. July’2016.

 

Under the scheme, the erstwhile BPL &APL were amalgamated and termed as Priority Household(PHH). Basing on the Census 2011, in line with the Central Government guidelines a total no. of 2,37,434 PHH and 47500 AAY beneficiaries were identified which covers a total population of 14,03,579. The break-up district-wise are as under :-

 

 

 

Under the PHH Scheme, each beneficiary is provided 5 Kgs of Rice @ Rs.3 per Kg and under AAY Scheme, each household is provided 35Kgs of Rice @ Rs.3/- per Kg.

 

Monthly allocation of foodgrains from the Central pool under National Food Security Act’2013 (NFSA’2013) is 76321.10 Qtl (i.e. 59,696.10 Qtl of Rice under PHH and 16,625.00 Qtl of Rice under AAY).

 

There are 1618 Fair Price Shops (FPSs) (i.e. 1323 Rural

 

and 295 Urban FPSs) in the State.

 

The Department monitors the availability of essential commodities in the open market. Market prices are regularly collected and submit to the Ministry of Consumer Affairs, GoI for publishing in the price bulletins.
