GRIEVANCE REDRESSAL MECHANISM

  1. Social Audit : The Additional Deputy Commissioners (ADCs) of respective Sub-Divisions have been authorized to conduct Social Audit, as may be directed from time to time, on the functioning of Fair Price Shops (FPSs), Targeted Public Distribution System (TPDS) and other Welfare Scheme (OWS).

 

  1. District Grievance Redressal Officer : The ADC HQ has been designated as the District Grievance Redressal Officer (DGRO) of his/her respective district for expeditious and effective redressal of grievances of the aggrieved persons in matters relating to distribution of entitled foodgrains.

 

  • Vigilance Committee : The District Administration has been given a major role for implementing the schemes under TPDS. Vigilance Committees have been constituted at District Level, Fair Price Shop(s) level / Village(s) level to oversee the implementation of the Schemes and to redress public grievances.

 

  1. Online Grievance Redressal System : Apart from setting up of Transparency Portal i.e, fcs.nagaland.gov.in , 2 (Two) Toll Free Numbers i.e, i) +91-9362565514 and ii) +91-9362565513 have been connected to address the grievances of the beneficiaries.

SUPERIOR KEROSENE OIL (SKO)

The Monthly allocation of Superior Kerosene Oil (SKO) to the State is 369 KL. District-wise and Sub-Division wise allocations are made by the Department for lifting and distribution to the consumers under the direct

 

supervision and control of the concerned District Administration/Departmental Officials.

SUGAR

As per the provision of the Ministry, 1(one) Kg of the PDS Sugar is allotted to the AAY Ration Card(RC) Holders @22.45 per Kg.

NATIONAL FOOD SECURITY ACT 2013

 

The National Food Security Act, 2013 (NFSA’2013) which aims to provide food and nutritional security at affordable prices to eligible beneficiaries was implemented in the State w.e.f. July’2016.

 

Under the scheme, the erstwhile BPL &APL were amalgamated and termed as Priority Household(PHH). Basing on the Census 2011, in line with the Central Government guidelines a total no. of 2,37,434 PHH and 47500 AAY beneficiaries were identified which covers a total population of 14,03,579. The break-up district-wise are as under :-

 

 

 

Under the PHH Scheme, each beneficiary is provided 5 Kgs of Rice @ Rs.3 per Kg and under AAY Scheme, each household is provided 35Kgs of Rice @ Rs.3/- per Kg.

 

Monthly allocation of foodgrains from the Central pool under National Food Security Act’2013 (NFSA’2013) is 76321.10 Qtl (i.e. 59,696.10 Qtl of Rice under PHH and 16,625.00 Qtl of Rice under AAY).

 

There are 1618 Fair Price Shops (FPSs) (i.e. 1323 Rural

 

and 295 Urban FPSs) in the State.

 

The Department monitors the availability of essential commodities in the open market. Market prices are regularly collected and submit to the Ministry of Consumer Affairs, GoI for publishing in the price bulletins.

ACHIEVEMENT

MAJOR ACHIEVEMENT OF THE DEPARTMENT DURING 2020-21.

  • 100% Online allocation of food grains up to the FPS Level (Conversion of Manual System to Online System) and the Public Domain to check the status report of the same is at http://nfsa.gov.in/

 

  • 100% Supply Chain Management of Food grains up to the FPS Level (tracking of food grains from FCI up to the FPS) and the Public Domain to check the status report of the same is at https://feastnagaland.nic.in/

 

  • 100% installation of epos Devices in all the 1621 FPS in the State and the Public Domain to check the status report of the same is at http://epos.nic.in/naga/

 

  • One Nation One Ration Card (ONORC) or in other word Ration Card Portability is being implemented w.e.f.3rd June 2020 at Dimapur as 1st phase and the public domain to check the status report is at http://www.impds.nic.in/portal.

 

  • The Department has successfully implemented the Pradhan Mantri Garib Kalyan Yojana Scheme and the Atma Nirbhar Bharat (ANB) programs which were pro-poor initiatives as part of economic response to COVID-19, by the Ministry of CA,F&PD,GOI.

 

  • Status of Aadhaar seeding as on 5th January 2020 for the NFSA beneficiaries is 80% (Ration Card-wise)

 

MAJOR ACHIEVEMENT OF THE DEPARTMENT DURING 2019-20. 

 

  • The Department has achieved 100% online allocation of Food-grains up to the Fair Price Shops(FPSs) level for digitized NFSA beneficiaries’ data (i.e Manual system has been converted to online system)

 

  • During 2019-20, the department has achieved 100% Supply Chain Management of food grains up to the FPSs level (i.e Supply of Food grains from FCI up to the FPSs)

 

  • During 2019-20, the department with the assistance of the NIC Hq and in co-ordination with DIO NIC Dimapur, has detected 1,12,880 discrepancies/ ineligible Ration cards which were replaced with genuine beneficiaries.

 

  • On 9th May’2019, Shri Temjen Toy, IAS the Chief Secretary of Nagaland formally launched the Integrated Management of Public Distribution System (IM-PDS) cell funded through Central assistance.

 

  • Fair price Shops Automation using ePoS Devices has been launched in Dimapur on the 10th Oct’2019 and the implementation of statewide automation of Fair Price Shops (FPSs) is in progress. February 2020 is the targeted month for 100% automation of FPSs and the Public domain for the status report of the same is at htt://epos.nic.in/naga/

 

  • The Department was selected to give a presentation on “Best Practices adopted by the State of Nagaland i.e “Communitisation as an effective approach for PDS Operation” during the National Conference of Secretaries of State/UTS on the 14th & 15th Oct’2019 at Narmada, The said presentation was commended by the Ministry on the mechanism of utilizing the State’s rich Social Capital and was conveyed that the same will be replicated in other States.

 

  • The Department received allocation of pulses (Masoor Dal) under Price Support Scheme from the Central Ministry and is distributing to Ration card holders through PDS.

 

  • Status of Aadhaar seeding as on 01st Dec’2019 for the NFSA beneficiaries is 61%.(Ration Card-wise)

 

  • The Department has completed construction of ADS office Dimapur funded under HUDCO.

 

  • The Department have completed construction of 640 MT Godowns at Phek, Wokha and Kiphire district funded under Central Sector Scheme (CSS).

BRIEF PROFILE OF THE DEPARTMENT.

The Food & Civil Supplies Department is responsible for implementation and monitoring of scheme of the Central Government in accordance to the guidelines issued for each scheme. The main objective is to ensure food security to the targeted beneficiaries of the state.
